Upheaval: Policing, Intelligence and Counter Terrorism in a Changing World
The Journal of Policing, Intelligence and Counter Terrorism invites submissions for a continuing series of forum publications under the theme ‘Upheaval: Policing, Intelligence, and Counter Terrorism in a Changing World’.
Ongoing wars in Europe and the Middle East in combination with changing strategic, law enforcement and intelligence priorities in the United States are impacting how practitioners and academics work and research. The journal aims to provoke an ongoing cross-disciplinary and cross-jurisdictional debate on how policing, intelligence and counter terrorism practice and research should respond to the transformations currently underway.
At this pivotal moment, we ask: How are financial constraints, evolving political landscapes and shifting institutional priorities reshaping policing, intelligence and counter terrorism? What strategies, policies and research approaches are needed to navigate this moment of change?
We welcome short commentary style papers (2,000–5,000 words) that examine the effects of these changes on:
- Operational practice: how law enforcement and intelligence agencies are adapting to resource constraints and changing priorities, both domestically and within international collaborations.
- Policy and governance: the strategic and legislative implications of funding reductions.
- Academic research: how studies in policing, intelligence and counter terrorism are evolving in response to funding and organisational challenges.
- Technology and innovation: the impact of funding shifts on technological advancements in security operations.
- Global comparisons: lessons from different jurisdictions managing similar challenges.
Submissions can include informed commentary, notes-from-the-field and reflections.
Submissions will be reviewed when they are received and will be published continuously, fostering an evolving and dynamic conversation.
Contributions from practitioners, policymakers and researchers across disciplines are encouraged, with a focus on both contemporary issues and historical perspectives that inform current responses.
