The digital transformation of government: policies to foster transparency, accountability and sustainable development

The digital transformation of government is part of states’ modernization strategies aimed at building more transparent, efficient and democratic administrations and accelerating the achievement of the UN’s Sustainable Development Goals (SDGs).

Currently, technology-enhanced innovations in the public sector are evolving towards ‘smart government’, where open data, big data and technologies such as the internet of things and blockchain enable the effective delivery of services and the development of evidence-based public policies. The success of these initiatives depends to a large extent on the establishment of adequate digital governance in countries. Digitizing public services allows for the development of an agile, flexible and efficient public administration, bringing the state closer to citizens. To do this it is necessary to provide communities that currently do not have it with easy access to the digital world. It is also about improving the services and information offered to citizens and organizations, improving and simplifying institutional support processes and facilitating the creation of channels to increase transparency and participation, thus helping to generate greater public confidence in public action.

This call for papers for a new PMM theme seeks empirical, theoretical and case studies that demonstrate how to carry out the digital transformation of government, promote sustainable development, increase levels of transparency and improve accountability.

Topics of interest in this PMM theme include, but are not limited to:

  • E-government and citizen participation
  • Smart governance and policies
  • Big data and artificial intelligence in government
  • Transparency and accountability in government
  • Role of governments in improving sustainability through technology
  • Management decisions and sustainable development
  • E-government and the SDGs
  • Web portals and access to information
  • Digitization of administrative and accountability processes

This PMM theme will partly expand on two earlier PMM themes on data science and financial information in the public sector and public sector entities building a more sustainable world.
