Participatory Decision-making for the Nuclear Fuel Cycle

In recent years, the United States shifted toward a more participatory decision-making model for siting facilities in the nuclear fuel cycle. This recognizes revised thinking, championed by the Blue Ribbon Commission, that more enduring nuclear waste management hinges on factors that extend beyond geology and engineering. Such factors include collaboration with community and Tribal partners, procedural fairness, and inter/cross-jurisdictional alignment, among other considerations.

This special issue seeks to explore the multidisciplinary challenges of managing the nuclear fuel cycle in the context of participatory decision-making. 

  • We invite papers that address the socio-technical and/or policy landscape, focusing on such areas as: how insights and data may inform community decision-making and planning; how social/community/ Tribal/State-derived priorities may reshape engineering, economic, or infrastructure constraints; and how inter/cross-jurisdictional policy alignment may shape adoption priorities. 
  • Papers that address decision-making as it relates to back-end fuel cycle facilities in the U.S. (or through a comparative international lens) are of particular interest.

Abstract Submission

To be considered for this special issue, submit an abstract (maximum one page) for initial review by emailing the abstract to [email protected].

  • Selection Process: The editorial team will evaluate abstracts on a rolling basis.
  • Notification: Authors of selected abstracts will receive an invitation to submit a full manuscript.
  • Timeline: Review begins immediately and will continue until a sufficient number of high-quality abstracts are accepted.


Full Paper Submission & Peer Review

Upon invitation, authors may submit a full paper for formal evaluation.

  • Review Process: Articles deemed suitable by the special issue editorial team will undergo a blind peer review conducted by expert referees.
  • Article Formats: In accordance with Nuclear Technology, all article formats are eligible for submission.
  • Selection: The review process is ongoing until the required volume of high-quality papers is identified for publication.
