New U.S. Nuclear Posture Review: Implications to the Asian Allies and Partners

The Biden administration is expected to come up with a new Nuclear Posture Review (NPR) following the ones by the Trump and Obama administrations. Speculations are out already that the new NPR will address the issues of nuclear no first use/sole purpose, limiting the role of nuclear deterrence and the scope of nuclear force modernization. The Biden administration may try to reverse the trend of the Trump administration but will have to meet the new challenges of the growing Chinese, Russian and North Korean nuclear capability. Will the Biden administration endorse the objective of seeking a world without nuclear weapons? If so, how would it treat the Treaty on the Prohibition of Nuclear Weapons (TPNW)?

Given these recent developments, J-PAND editors are seeking articles related to how the NPR should be dealing with the nuclear issues in the North East Asian context.

Contributing article may pick up any aspect of the new NPR as far as it relates to American allies and partners in Asia. Some may try to answer the following questions for example.

  • What does “close coordination with allies” that the Biden administration advocates mean for Japan and South Korea?
  • How should the two Asian allies deal with the issue of no first use/sole purpose?
  • How can the U.S. and its Asian allies decelerate nuclear arms competition in Asia and reduce the risk of nuclear confrontation?
  • How should the U.S. and its allies in Asia deal with the TPNW?
  • Can the New START be trilateralized to include China? Is it desirable?
  • Should the INF treaty be revived and include China? Is it possible?
  • Role of missiles and missile defense in Asian context.
  • How should the issue of emerging technologies be addressed in Asian context?
