Generative Artificial Intelligence and the Higher Education Sector: Navigating the Uncharted Waters

The sweeping tide of ChatGPT and similar generative artificial intelligence (AI) chatbots are shaking up education systems around the world, the higher education sector in particular.  Since early 2023, the debut of ChatGPT has prompted a variety of reactions from universities and research institutions. While some welcome it as a powerful tool that can potentially revolutionize education and research, others hold deep concerns about academic integrity, cognitive bias, and regulatory risks associated with this wave of technological innovation.

As generative AI technologies like ChatGPT become more prevalent in higher education systems, they bring with them important policy considerations. Regulatory measures can shape the use of these technologies, influencing educational quality, equity, quality assurance, and research ethics. Policymakers face the challenge of creating an environment where the potential benefits of these technologies can be harnessed, while mitigating the risks associated with their misuse. It is important, then, to facilitate evidence-based discussions to guide these decisions.

This special issue at Journal of Asian Public Policy (JAPP) sincerely invites scholars and practitioners to reflect upon the implications of ChatGPT and generative AI in general for the higher education sector, both in terms of teaching & learning and research.  We encourage contributors to write on one or two of the topics below. Both normative discussions and empirical studies are welcome. We expect papers to have an empirical link to Asia or offer policy implications for this region.

Submission Instructions

To facilitate this special issue, JAPP, in collaboration with the Center for Education Innovation and the Institute for Public Policy at HKUST will be hosting a symposium in Hong Kong in late 2023, where contributors are invited to present their draft papers and receive feedback. The tentative timeline of this special issue project is:

  • July 15, 2023: deadline for abstract submission
  • October 30, 2023: submission of draft; symposium in Hong Kong
  • December 30, 2023: full paper due
  • March 1, 2024: peer review completed
  • June 1, 2024: special issue launched
