Challenges for Open, Responsible, and Transformative Innovation: Towards New Forms of Science and Innovation Governance
This collection will address new forms of governance of science, technology, and innovation which bridges and interconnects the topics of open innovation, responsible innovation, transformative innovation, and open science. The article may address the interdependencies, overlaps or differences between those various approaches in either an analytical way or by demonstrating their relative success in specific cases.
Science and Innovation is in transition. It is steadily moving towards Open Research as the main modus of operandi. This has been observed in recent scientific developments that have had to timely deliver on socially desirable outcomes, such as with COVID-19 vaccine research. Current innovation systems are challenged by global interdependence among competing economies, with governmental calls for ‘technological sovereignty’ and independence from global supply chains. At the same time, global challenges such as climate change, the transition towards a fossil-free economy, and food security require more collaboration among all stakeholders within and among nations and industries. Governments will have to become more proactive in innovation governance to manage transitions towards social-political desirables.
This collection may address various responses to those ‘transition’ challenges. The following is non-exhaustive list of sub-topics which may underpin new forms of science and innovation governance:
- Co-design and co-creation of research and innovation agenda with stakeholders
- Organizing stakeholder commitment to social-political objectives (‘Green Deal’, Food Security, Climate Change etc.)
- Organizing societal mission-driven research and innovation
- Employing foresight in public policy and research governance, or broader: models for Anticipatory Governance
- Citizen Science and Citizen Engagement in research and innovation
- Value-driven research and innovation
- Innovation for territorial change
- Lessons for governance from experimental approaches: ‘regulatory sandboxes’ and living labs
All manuscripts submitted to this Article Collection will undergo a full peer-review; the Guest Advisor for this collection will be handling manuscripts as he serves on the Editorial Board. Please review the journal scope and author submission instructions prior to submitting a manuscript.

JRI invites three kinds of written contributions:
- research articles of 6,000 to 10,000 words in length, inclusive of notes and references, that communicate original theoretical or empirical investigations
- perspectives of approximately 2,000 words in length that communicate opinions, summaries, or reviews of timely issues, publications, cultural or social events, or other activities
- pedagogy communicating in appropriate length experience in or studies of teaching, training, and learning related to responsible innovation in formal (e.g., classroom) and informal (e.g., museum) environments
JRI is open to alternative styles or genres of writing beyond the traditional research paper or report, including creative or narrative nonfiction, dialogue, and first-person accounts, provided that scholarly completeness and integrity are retained.
All manuscripts submitted to this Article Collection will undergo desk assessment and peer-review as part of our standard editorial process. Guest Advisors for this collection will not be involved in peer-reviewing manuscripts unless they are an existing member of the Editorial Board.
