Governments are continually facing new challenges. Administrative reform is often necessary to access solutions that will combat contemporary policy problems. But reforming governments to meet the demands of 21st century governance is a task that requires great leadership. This Virtual Special Issue explores links among governance, leadership, and reform by highlighting successes and shortcomings of modern governance, discussing salient examples of administrative reform, and examining the role of leadership in reform.
