Intelligence, Preparedness and Resilience
Intelligence is central to anticipation, proactive preparedness, response, and resilience to security threats and crises. Threats and risks assessments and other analytic products are key for informing comprehensive preparedness and response planning, strategies, and actions. Assessing capacity/capability needs and gaps is key for proactively addressing specific threats. Moreover, national intelligence systems and intelligence services need to respond and adapt institutionally to cope with changes in the security environment and to counter hostile intelligence activities from adversaries, both state and non-state actors.
This special issue welcomes relevant submissions addressing, but not limited to, the following topics:
- Intelligence applied to preparedness, resilience and response to security threats
- Intelligence and national preparedness inter-agency interoperability
- Regional and comparative country case study approaches on intelligence informing preparedness and strategic planning
- Intelligence in civilian crisis management and civil-military cooperation
- The role of intelligence in building democratic resilience against disinformation and foreign interference
- Intelligence oversight and resilience in intelligence
- Research, innovation, and emerging technologies applied to intelligence preparedness
Submission Instructions
Manuscript length should be 4,000 to 8,500 words, including abstract, references, and tables; formatted and submitted per standard policies and procedures.
Proposals or Abstracts are due by 15 July; final manuscripts due 01 December 2026.
