Modernizing Governance in the Digital Era

With the rapid advancement of digital technologies, innovations such as artificial intelligence, big data analytics, and blockchain are not only transforming public service delivery but also reshaping decision-making processes, civic participation, power dynamics, organizational structures, and administrative reforms within the public sector. As a result, the modernization of governance has emerged as a central issue for governments worldwide. Addressing this challenge requires alternative forms of collaboration between the public and private sectors, with improved governance models that can respond to the complexity, uncertainty, and cross-boundary issues that characterize today’s society. Against this backdrop, this special issue seeks to integrate cutting-edge research from both scholars and practitioners, fostering an in-depth dialogue between theoretical perspectives and real-world applications, and advancing the theoretical development of governance models for the public sector.

We invite manuscripts utilizing qualitative, quantitative, mixed-method, and conceptual/theoretical approaches focused on one or more of the themes listed below:

  • Reforming governance structure through digital technology
  • Data governance and intelligent regulation
  • Algorithmic governance and public value
  • Digital participation and democratic innovation
  • Risk governance and resilience building
  • Artificial intelligence and the transformation of public finance
  • Digitalization of public personnel management
  • Digital technology and social governance

 

Submission Instructions

Proposal Submission Process

Proposals should be submitted directly to one of the guest editors at [email protected] by January 31, 2026. Please use the subject line: “IJPA Special Issue on Modernizing Governance in the Digital Era.” Submissions must not exceed 750 words (excluding references) and should include the full names and institutional affiliations of all authors.

Authors will be notified of decisions regarding their proposals by March 31, 2026. Early submissions are encouraged, as are inquiries and expressions of interest. All proposals will be assessed based on the following criteria:

  • Relevance to the major themes outlined above
  • Academic significance and strength of theoretical/conceptual foundations
  • Clarity and originality of the research question
  • Soundness of the proposed research methods and data sources
  • Preliminary results and findings
  • Potential contributions to theory or practice

Please note that acceptance of an abstract does not guarantee final publication, nor does feedback from the special issue editors. Each manuscript submitted to the special issue will be peer-reviewed and subject to the same high-quality standards that are upheld for all manuscripts submitted to IJPA.
