Local Governments in Times of Change and Uncertainty

 Nearly two decades have passed since the Great Recession, and significant changes have affected local governments. Restrictions on public budgets have become stricter. The COVID pandemic and its aftermath exposed serious shortcomings in governments' preparedness to deal with catastrophic events. Climate change-related issues have intensified, entering the local political agenda. Most countries around the world are dealing with an aging population.  Political authoritarianism has spread, with potentially dangerous effects on the power and autonomy of local governments. Furthermore, uncertainty regarding the global economy, trade and institutions has increased following the initial measures adopted by the new US administration, the effects of which are resonating throughout Europe and the world.

This context provides a suitable framework for new reflections and academic contributions on the challenges and opportunities for local governments in times of change and uncertainty.

Candidate proposals for the special issue may include research papers exploring the challenges of addressing pressing policy issues in local government politics and public policy. Proposals in different fields (e.g., Economics, Political Economy, Public Administration, Planning and Development) will be welcomed, and interdisciplinary approaches are encouraged. Priority will be given to proposals focusing on the economics and politics of local governments in relation to authoritarianism and democracy, delivery of public services, aging population, climate change, crisis management and resilient budgeting. This priority list is not exhaustive, and any interesting proposals related to the main themes will be considered for selection.

Papers should be around 8000 words.

Papers should make a clear conceptual or empirical contribution to knowledge on economic policy reform.
